On one of the hottest days of summer, someone noticed a small body lying still in a shallow roadside drain.

At first, it was hard to tell if he was even alive.

The dog—later named Teddy—was coated in mud and filth. Fleas crawled across his weakened body. His breathing was shallow, uneven, as though every breath required effort. Days, perhaps weeks, of hunger and thirst had left him dangerously exhausted.
